Winifred (Black) Gaston, 91, Butler, MO

 Winifred Beth (Black) Gaston, 91, of Butler MO passed away on August 28, 2024. A visitation will be held from 10:00 am to 11:00 am Tuesday, September 3, 2024 at Mullinax Funeral Home, Butler (660-679-0009). Funeral services will follow at 11 am also at Mullinax Funeral Home with burial taking place in Oak Hill Cemetery, Butler. Memorial contributions may be made to the Gideons or to Butler Church of the Nazarene. Messages of condolence may be left for the family at www.mullinaxfuneralhome.com.


She was born on September 13, 1932, the first of three siblings born to Ernest E. Black and Frankie A. (Gragg) Black. She had two brothers, Donald E. and Robert W. (Bill) Black. Winifred often told of the three children riding their horse to school. They attended the one room schoolhouse named The Black School in honor of the Black family. She graduated from Butler High School in 1950.

June 10, 1951, she was wedded to Floyd W. Gaston of Butler, her husband of 72 years. To this union two daughters were born Carol Ann (Gaston) Burns and Teresa Lynn (Gaston) Brandt.

Winifred had a love for farm animals, fruit trees, and flowers (especially roses) from her time on the farm. She valued education and after she began work as a HeadStart school bus driver and teacher, she went to college taking a class or two at a time. Winifred received her degree in elementary education from Central MO State University in 1980. She spent several years as a substitute teacher in Butler and the surrounding communities. She was also a Weight Watchers clerk for many years.

Winifred had a zest for life and delighted in sharing flowers from her yard and sending cards to encourage and congratulate others. Her passions included her collection of Precious Moments, Christmas ornaments, books, photos and traveling. She enjoyed all types of foods often commenting “that was the best I ever had!”.

Winifred participated in Butler Home Improvement Club, the Adrian Garden Club, church, and community events. She served as Chair of the Bates County Republican Party and participated in Walk for Life. She was a member of the Butler Church of the Nazarene. In her younger years Winifred would visit the elderly and those confined to their homes. She would often pick up children to attend Vacation Bible School, Sunday School, and taught VBS for many years. Because she cared for others, she would collect donations from the neighbors to help one another in their time of need.

Her heart’s desire was that all would know Jesus Christ as Lord and Savior.

Winifred is preceded in death by her husband, Floyd W. Gaston, her parents, and brother Donald Black. She is survived by her brother Bill Black; her daughters Carol Burns (Buddy) and Teresa Brandt (Keith), grandchildren Lisa Burns Doughty (Mike), Stephen Burns (Jessica), Regina Brandt Apel (Paul) and Carlie Brandt Tucker (Jonathan), twelve great-grandchildren and one great-great grandson.







Miami County Pursuit Ends in Bates County

 On Tuesday, August 27, Bates County Deputies were notified of a pursuit that was initiated by the Miami County Sheriff’s Office that was entering Bates County. Deputies were able to intercept and join the pursuit on State Route AA.

Bates County Deputies were able to deploy stop sticks and hit one of the tires on the fleeing vehicle. A short time later the vehicle crashed at the intersection of County Road 5001 and the Bates/Cass county line.

The driver of the vehicle was taken into custody without further incident and was transported to the Cass County Sheriff’s Office Jail.



Golf Cart Shed Fire In Nevada

 Tuesday evening at 10:23 p.m. Nevada Firefighters were called for a structure fire at one of the Country Club golf cart storage sheds. A crew of 4 responded and found one storage shed with heavy fire. Fire was brought under control quickly and overhaul followed. 4 off duty personnel also responded to the scene.

Steve Havens, age 72 of Butler, MO passed away Monday, August 26, 2024 at Research Medical Center in Kansas City. The City of Butler is soliciting proposals for the renovation of our City Hall (22 W. Ohio) including exterior paint of City Hall, signage, and foundation work.  Bids may include multiple firms, but one must be acting as the General Contractor.

 

Qualified firms should respond with nine (9) hard copies and one (1) electronic copy of their qualifications to include the following information. Limit submissions to 15 single sided 8 ½ x 11 pages. Covers and tabs are not part of the page count. Please include:

 

1.      General information about the company.

 

2.      Key personnel of the firm and their experience and qualifications. Provide information for any subcontractors as well. Please be brief.

 

3.      Three (3) examples of experience with related projects including ability to work within budget constraints and ability to meet schedules.

 

4.      References.

 

5.      Please include total costs for the project for each of three (3) aspects of the project.

 

6.      Warranty information.

 

7.      Costs and timeframe.

PROJECT SCOPE

 

The following specific services are requested by the City in the RFP:

 

1.      Painting and patching the structure of city hall.

2.      Minor structural repair

3.      Foundation/masonry work

 

WORKMANSHIP

·       All work to be "first class" and performed to accepted, highest industry standards.

·       All products to be applied in accordance with manufacturer instructions and recommended coverage rates to ensure proper coverage.

·       All work to be performed in a neat and workmanlike manner to ensure proper coverage and finish with each application.

·       Materials and workmanship provided under these specifications are warranted for minimum of (1) one year from contract completion or for as long as warranted by the paint manufacturer, whichever is longest.

·       Contractor will be responsible for any and all damage to City facilities caused by the Contractor’s employees in the execution of their work. Repairs and/or replacement shall be at the contractor’s expense.

·       Contractor to supply all work materials, tools, drops, ladders, scaffolds, equipment, vehicles or other items necessary to complete the scope of work.

·       Contractor will not store combustible supplies including, but not limited to rags, paper, solvent, chemicals or equipment. The Contractor shall consider contaminated equipment and materials as potentially subject to spontaneous heating and storage of such items is prohibited in City facilities.

·       Care must be taken to contain and dispose of debris resulting from the work. This material is to be contained and removed from the premises by the contractor. Work areas must be cleaned with debris removed daily.

Insurance Required:

·       When project is awarded, successful Vendor must provide proof of insurance as required:

·       Limits of liability for insurance shall be not less than the following amounts, and must be greater where required by other laws or regulations and must be insured on an occurrence basis and not on a “claims made basis:

a.       Workmen's Compensation:

SPECIAL CONDITIONS

·       Final paint colors shall be approved by City.

·       Work area to be always kept neat and safe.

·       Scaffolds, ladders, equipment, lifts, staging etc., shall meet OSHA standards.

·       Contractor is responsible for the safety of its own personnel, City employees, and members of the general public. Suitable signs and/or barricades will be placed to ensure safety. 

·       Contractor is responsible for damages to all adjacent areas and items including buildings and walks, shrubbery, trees, lawns, HVAC equipment and will take necessary steps to protect them from damage and to restore them to their original condition.

·       Care must be taken to protect passers-by and property from damages resulting from overspray or other work.

·       Contractor to maintain sufficient personnel and equipment on site to complete project on time and to make continuous progress to completion.

·       A City representative will be available to answer contractors’ questions and coordinate with occupants.

·       City of Butler building is a high traffic public area. The successful contractor and his/her personnel shall not create interruption, noise, or offensive situations that may interfere with the normal business of the City.

 

RFP SUBMISSION EVALUATION

 

City staff will evaluate all proposals. It is possible that interviews will be performed with a select number of contractors prior to formulations of a bid award recommendation to the City Council. Evaluation of the proposals shall be based upon, but not limited to, the factors listed below, not necessarily in the order of their importance:

  • Experience, qualifications, and general abilities of the applicant
  • Quality of the overall project approach
  • Cost proposal
  • Specified warranties and other after-service provisions
  • Bonding capacity, insurance coverage, and other legal matters
  • Quality of references, prior business experience with the contractor, or reputation of contractor with other local municipalities/clients
  • Responsiveness to items as set forth in this RFP.

 

The City reserves the right to reject any and all proposals in whole or in part and/or not select a proposer.  This RFP does not commit City to interview candidates, award a contract, to pay any costs incurred by any proposer in preparing a proposal, to procure or contract any services or to adhere to any predetermined schedule or timelines of events.

 

PROPRIETARY INFORMATION

 

If a submission includes any proprietary data or information, such data or information must be specifically identified as such on every page on which it is found.  Data or information so identified will be used by the City solely for the purposes of evaluating submissions and conducting contract negotiations, provided all proposers understand and acknowledge that submissions made in response to this RFP may become matters of public record pursuant to Missouri law applicable to public entities and respondents shall be deemed fully aware of that possibility upon submission of a proposal.

 

MODIFICATION OR WITHDRAWAL OF PROPOSAL

 

Any submission may be withdrawn or modified by written request of the respondent, provided such request is received by the City at the above address prior to the date and time set for receipt of submissions.

 

RIGHT TO REJECT

 

By providing a submission, it is understood by the respondent that the right is reserved by City to accept any submission, to reject any and all submissions as non-responsive and to waive any irregularities or informalities when to do so is in the best interest of the City.

 

COST OF PROPOSAL PREPARATION

 

The cost of preparing a response to this RFP will not be reimbursed by the City.

 

Approval of Completed Project:

·       Completed project must be approved by Mayor James W. Henry and City Administrator Corey Snead.

 

 

PROJECT SCHEDULE

 

The proposed project schedule would be as follows (subject to changes):

Ronnie (Ron) Ray Cook, 79, Sun City West, AZ

 

Ronnie (Ron) Ray Cook, 79 of Sun City West, AZ passed away on Saturday, August 17, 2024, at home surrounded by his loving family.  Ron fought a long, difficult battle with Parkinson’s (and later Dementia).  A visitation will be held from 1:00 to 2:30 pm Saturday, September 7, 2024, at Mullinax Funeral Home in Drexel, MO (816-657-4400).  Funeral services will follow at 2:30 pm.  Memorial contributions can be made to the Wounded Warriors Foundation.  Messages of condolence may be left for the family at www.mullinaxfuneralhome.com.

 

Ron was the third boy born May 19, 1945, in Buckner, MO to Raymond and Juanita (Howell) Cook.  After a brief move to Freeman, the family settled in Drexel, MO when Ron started 1st grade. Then 5 years later, a little girl was added to the Cook family.

Ron graduated from Drexel High School in 1963.  He attended Missouri Valley College on a basketball scholarship.  He married his high school sweetheart, Betty, on June 10, 1967.  They just celebrated their 57th wedding anniversary.

On March 18, 1968, Ron received his draft notice and left for Ft. Polk, Louisiana.  Ron served a full year as a front-line infantryman in the jungles of Vietnam.

Upon return, Ron went back to his Information Technology job at Bendix.  While living in Lee’s Summit MO, they were blessed with their first beautiful daughter, Angela Michelle.  Three years later, they moved to Drexel, where they built their first new home. They were blessed again, with another brown-eyed, beautiful girl, Renee Marie.

While living in Drexel, Ron was an active member of the Lions Club, school board and swimming pool committee. 

Ron retired after 30 years with Honeywell (formerly Bendix/Allied Signal) in 1997.  The following year, Ron and Betty began wintering in Gold Canyon, Arizona.  They also moved to Overland Park KS and spent 14 years there before moving to Sun City West AZ full-time in 2014.

 

Ron is survived by his wife, Betty of Sun City West AZ; daughters Angela Cook of Chandler AZ and Renee Doonan (Scott) of Gilbert AZ and grandchildren Blake, Brooke and Alex; his sister, Mary Halverson (Harlan) of South Dakota; nephews Aaron Cook (Brenda) of Massachusetts, Bryon Cook (Lorrie) of Drexel MO, Kevin Cook (Donna) of Alabama, Jeremy Gunnels of South Dakota and a niece Joni Smith (Brian) of South Dakota and a host of other extended family and friends.  Ron was preceded in death by his father, Raymond Cook; mother, Juanita (Howell) Cook; brothers Howard Cook and Robert (Bob) Cook; his Granny, Maude St. Clair; and many aunts, uncles, cousins, and nephews. 

Ron unselfishly donated his body to Science Care helping with their study of Parkinson’s.
